PROBLEM TO BE SOLVED: To provide a charging device wherein contamination of a charging member due to adhesion of deposits is suppressed, and to provide a cartridge and an image forming apparatus.SOLUTION: The charging device includes: the charging member configured to rotate in contact with a body to be charged, stop by application of a voltage, and impart electric charge to the surface of the body to be charged, by the voltage during application of the voltage; and a cleaning member having at least a sponge-like surface layer, configured to rotate in contact with the charging member to clean the surface of the charging member, and also, during no application of the voltage to the charging member, at least temporarily, rotate at a rotating speed in which the surface moving speed of the cleaning member itself becomes lower than the surface moving speed of the charging member, in the rotating direction in which the moving directions of the mutual surfaces in a contact part between the cleaning member and the charging member are the same. |
