PROBLEM TO BE SOLVED: To provide a method for producing a graft copolymer that provides a resin composition having excellent impact resistance at low temperatures and sufficient flame retardancy by being blended with a thermoplastic resin.SOLUTION: The method for producing a graft copolymer is provided, wherein 10-60 mass% of a vinyl monomer component (B) including a vinyl monomer (b1) having a piperidine skeleton is polymerized in the presence of 40-90 mass% of polyorganosiloxane-based rubber (A), and a mass ratio of the vinyl monomer (b1) is 0.1-8 mass% based on 100 mass% of the graft copolymer.
