Disclosed is a sealing agent sheet for solar cells, which is characterized by comprising a coating film of a water-soluble heat-curable resin-dispersed coating agent, wherein the coating agent is produced by the emulsion polymerization of a monomer mixture containing an a,ß-ethylenically unsaturated monomer having an alkoxysilyl group using, as a dispersant, a resin that has an ammonium group and is produced by quaternizing with a tertiary amine compound having an epoxy group and an organic acid, and wherein the hardness (B) of the coating film after curing by heating is 4B or higher in terms of pencil hardness and the ratio of the hardness (B) of the coating film after the curing by heating to the hardness (A) of the coating film before the heating (i.e., a B/A ratio) is 1.1 or more. Also disclosed is a base material having a sealing agent integrated thereon, which is characterized in that a coating film of the water-soluble heat-curable resin-dispersed coating agent is laminated, as a sealing agent, integrally on the solar cell element side surface of a base material for a solar cell module.
