PROBLEM TO BE SOLVED: To enable a non-priority terminal to answer an origination request from a priority terminal even if the origination and termination of the non-priority terminal are restricted in an area where a disaster occurs. SOLUTION: A communication start method has a stage in which a network MSC/RNC transmits paging to a destination terminal UE#2 at an origination request transmitted from a transmission source terminal UE#1, a stage wherein the destination terminal UE#2 answers the received paging, and a stage wherein communication between the transmission source terminal UE#1 and destination terminal UE#2 is started by answering the paging. In the stage wherein the paging is transmitted, the network MSC/RN transmits paging corresponding to an origination request transmitted from the priority terminal to the destination terminal UE#2 preferentially to paging corresponding to an origination request transmitted from the non-priority terminal.
