<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method in which the rise of residual potential of a photoreceptor in repetitive use is suppressed, and which allow high-definition image formation with high durability. <P>SOLUTION: The image forming apparatus comprises: at least an electrostatic latent image carrier; an electrostatic latent image forming device for forming an electrostatic latent image on the electrostatic latent image carrier; a developing device for developing the electrostatic latent image with toner to form a visible image; a transfer device for transferring the visible image onto a recording medium; a fixing device for fixing the transferred image transferred onto the recording image; and a charge eliminating device for photo-eliminating residual charges on the electrostatic latent image carrier, wherein the charge eliminating device illuminates light having a wavelength shorter than 500 nm, and the electrostatic latent image carrier comprises a support and a photosensitive layer consisting essentially of a charge generating layer and a charge transport layer on the support and contains an organic charge generating material in the charge generating layer.
