PURPOSE: A moving picture camera is provided to prevent saturation for a bright part of an image according to lighting of a lighting device, thereby keeping the maximum exposure time of an iris or an electronic shutter despite lighting of the lighting device. CONSTITUTION: An area detecting unit of a brightness detecting unit detects brightness for a partial area in a pixel unit. The area detecting unit finds a relatively bright area compared to a photographed entire area. A controller determines control mode entry timing of a light emitting diode. The controller determines a duty ratio by a brightness value for the obtained bright area under a control mode of the light emitting diode.
