PROBLEM TO BE SOLVED: To distribute loads of a physical storage device with redundancy in a storage system. SOLUTION: One of two or more storage regions of a physical storage device whose load is high is selected, and the physical storage device whose load is lower than that of the physical storage region is selected, and when a data element stored in the selected storage region is moved to the selected physical storage device whose load is low, whether or not redundancy following a RAID level corresponding to a logical volume is deteriorated is determined. When the result indicates that the redundancy is not deteriorated, the data element stored in the selected storage region is moved to a region for a buffer of the selected physical storage region whose load is low, and the logical address space of the logical volume corresponding to the selected storage region is associated with the region for a buffer.
