An image pickup device and an image pickup apparatus are provided to improve the precision of focus detection by suppressing the subject light from being received to a light receiving element. An image pickup apparatus includes a pair of photoelectric conversion cells(11f). The photoelectric conversion cells papillary-divide the subject light in the first and second directions to output a distance-measurement signal. Each photoelectric conversion cell comprises a light receiving element(PD) which receives the subject light and generates the distance-measurement signal, the first light shielding layer(AS1) which has the first light-transmitting region and is arranged on the light receiving element, and the second light shielding layer(AS2) which has the second light-transmitting region and is arranged between the light receiving element and the first light shielding layer.
