PURPOSE: An assembly for preventing winter-sowing destruction of a water meter is provided to sufficiently absorb volume expansion when water is frozen during winter, thereby stably preventing winter-sowing destruction of a water meter. CONSTITUTION: An assembly(100) for preventing winter-sowing destruction of a water meter includes an upper housing(110), an air bag(120), an upper blocking plate(132), and a fixing unit(130). The upper housing is arranged between a display unit and a lower housing. The upper housing is placed on an external housing(13). The air bag is inserted into the upper housing. The air bag comprises an air supply hole. The upper blocking plate is assembled with the top of the upper housing to shield an opened top. The fixing unit includes a hollow pipe.
