PROBLEM TO BE SOLVED: To provide an electron emitting body having high electron beam density, and to provide an X-ray emitting device incorporating the same.SOLUTION: As carbon crystals grow, raised parts 22 get first gradually larger and then needlelike portions 23 grow from the front ends of the raised parts 22. The needlelike portions 23 on which graphene sheets are obliquely wound in multilayers are hollowed inside. The axes of carbon projections 21 formed in this way are approximately perpendicular to the tangent of a concave 11. So, the axes of the number of carbon projections 21 intersect with each other at the focal point F of the concave 11.
