PROBLEM TO BE SOLVED: To provide an active energy ray-curable emulsion composition which is excellent in adhesiveness to a base material but does not produce a change in the external appearance of a coating film thereof.SOLUTION: The active energy ray-curable emulsion composition contains an acrylic emulsion and an emulsion which contains (A) a urethane (meth)acrylate compound obtained by reacting a polyvalent isocyanate compound with a hydroxy group-containing (meth)acrylate compound, (B) a urethane (meth)acrylate compound shown by general formula (1), and (C) a urethane (meth)acrylate compound obtained by reacting an isocyanate group of the polyvalent isocyanate compound with both of a hydroxy group of the hydroxy group-containing (meth)acrylate compound and a hydroxy group of an oxyalkylene group-containing compound shown by general formula (2) to form urethane bonds respectively.
