A method for implementing multicast retransmission by using network coding is provided, said method including: detecting the number of buffered packet numbers of packets to be network coded during one packet transmission time slot, wherein said packets to be network coded are those packets for which the cumulative number of negative responses (NACK) is larger than zero, wherein the NACK is from a mobile terminal; if the number of buffered packet numbers is larger than or equal to 2, two packet numbers from the buffered packet numbers are accessed randomly, and the packets corresponding to said two packet numbers are accessed; the accessed two packets are network-coded to form a network-coded packet; and said network-coded packets are multicast.
