PROBLEM TO BE SOLVED: To estimate a progress rate suitable for each item of an electronic document.SOLUTION: A form analysis part 14 decides the kind of each of the items of the electronic document stored by an electronic document storage part 11, and an electronic document progress rate calculation part 15 calculates the progress rate of each of the items based on the kind decided by the form analysis part 14, and calculates a preparation progress rate of the electronic document by use of the calculated progress rate of each item.
