Provided are an image decoding device and an image encoding device capable of smoothly executing parallel processing while utilizing a spatial dependency stepping over a slice boundary. The image decoding device comprises: a first decoding unit (801) for decoding blocks in a first slice; a second decoding unit (802) for decoding blocks in a second slice; and a first storage unit (811) for storing inter-slice periphery information that is information generated by the fact that a boundary block included in the blocks in the first slice and adjacent to the second slice is decoded and is information referred when an inter-slice periphery block included in the blocks in the second slice and adjacent to the boundary block is decoded. The first decoding unit (801) generates the inter-slice periphery information by decoding the boundary block and stores the generated inter-slice periphery information into the first storage unit (811). The second decoding unit (802) refers the stored inter-slice periphery information to decode the inter-slice periphery block. |
