PROBLEM TO BE SOLVED: To provide a method for producing an open-cell polyurethane foam with reduced VOC release, i.e. a highly efficient cell-stable composition containing a silanol-containing organosiloxane and slight in VOC release, through enabling using either the organosiloxane singly or in combination with (an)other polymeric siloxane(s).SOLUTION: The method for producing the polyurethane foam comprises bringing at least one polyisocyanate and an active hydrogen-containing compound into mutual contact in the presence of an effective amount of a siloxane-based surfactant composition including: a urethane catalyst; a foaming agent; and a silanol-functionalized organosiloxane having 1-200 siloxane-recurring units.
