In the device, an SRS code generation unit (201) generates an SRS (Sounding Reference Signal) for measuring the quality of an uplink line data channel. An SRS arrangement unit (202) frequency-multiplexes the SRS on an SR transmission band and arranges the frequency-multiplexed SRS. An SRS arrangement control unit (208) controls the frequency multiplex of the SRS so as to be uniform in terms of a frequency without modifying the bandwidth of one SRS multiplex unit in accordance with the fluctuation of a reference signal transmission bandwidth based on SRS arrangement information transmitted from a base station, and furthermore, controls a transmission interval of the frequency-multiplexed SRS.
