PROBLEM TO BE SOLVED: To reduce the probability that the consumption amount of energy during a period of management exceeds a target value (period target value), while avoiding excessive surplus.SOLUTION: Intermediate periods (months of April, May, June, October and November) are stored in an excess factor zone storage part 3 as excess factor zones of energy consumption. An energy consumption amount initial target-value calculation part 2 calculates the energy consumption amount initial target value for each month of this year. The energy consumption amount initial target value for each month is corrected by an energy consumption amount initial target-value correcting section 4. The energy consumption amount initial target-value correcting section 4 calculates a correction factor (excess distribution factor) αn for each month by using the intermediate periods stored in the excess factor zone storage part 3 and sets it as the energy consumption amount target value for each month of this year by multiplying the correction factor with the energy consumption amount initial target value of each month. In this case, the correction factor αn of each month is obtained as αn=1-(the number of intermediate periods after this month/the number of months after the present month). |
