PROBLEM TO BE SOLVED: To provide water-soluble lubricating oil excellent in biodegradability and hydrolysis resistance and also excellent in low temperature fluidity.SOLUTION: Provided is water-soluble lubricating oil containing: water-soluble polyether (A1-1) represented by general formula (1) and/or water-soluble polyether (A1-2) represented by general formula (2), in which the total of the contents of the (A1-1) and (A1-2) is 40 wt.%: R[-O-(AO)-H](1)[Rdenotes the residue obtained by removing hydroxyl groups from polyalcohol, (AO) denotes a 2 to 4C oxyalkylene group; and m denotes the number of 0.3 to 350, in the case m is 2 or more, a plurality of the Amay be the same or different; and the f is the integer of 3 to 8].
