The present invention relates to a method and apparatus for compacting soil at a predetermined height by pressing the soil in a mold, embed a vegetation mat fixing anchor pin in the compacted soil, and measures a withdrawal force of extracting the anchor pin from the soil. According to the present invention, the vegetation mat fixing anchor pin withdrawal test apparatus includes: a mold which has a shape of a barrel with an open upper surface and has the inside filled with soil; a pressing plate which is installed to be stacked on the upper end of the soil filling the mold, presses the soil down by using a pressing force applied from the outside, and has a pin hole formed thereon to be penetrated by an anchor pin in a vertical direction while also being able to be divided into multiple parts; a pressurizer which applies the pressing force to the pressing plate in a downward direction; and a pulling force measuring device which pulls the anchor pin inserted into the soil through the pin hole of the pressing plate in an upward direction to measure the pulling strength thereof.
