<p><P>PROBLEM TO BE SOLVED: To perform procurement bidding, while concealing a type being important secret information of a seller. Ž<P>SOLUTION: A bidder device 2 acquires quality q<SB>i</SB>for maximizing a function (V(q)-c(q, θ<SB>i</SB>)), acquires the function value b<SB>i</SB>of the above function of the quality q<SB>i</SB>, and transmits them to a bid opener device 3. The bid opener device 3 receives the quality q<SB>i</SB>and the function value b<SB>i</SB>from the bidder device 2, defines a seller i<SB>1st</SB>with the maximum received function value b<SB>i</SB>as a bid opener, uses the quality q<SB>1st</SB>corresponding to the maximum function value b<SB>i</SB>and the function value b<SB>2nd</SB>being the second largest value to calculate the reward of the seller i<SB>1st</SB>which is (V(q<SB>1st</SB>) - b<SB>2nd</SB>), and discloses the seller i<SB>1st</SB>and the reward.
