PURPOSE: A method of manufacturing an intaglio printing plate for offset printing and a manufacturing method thereof are provided to enhance durability and to maintain the same precision to a glass material of intaglio printing plate. CONSTITUTION: A method of manufacturing an intaglio printing plate for offset printing is as follows. A first coating layer(2) is formed on a base substrate(1). A photoresist(3) pattern is formed on the first coating layer. The first coating layer is selectively etched and a printing pattern is formed. The photoresist pattern is eliminated. A second coating layer is formed on the top of the first coating layer. The base substrate is formed as a glass substrates.
