PURPOSE: A system for controlling image compression rate of full browsing service and a method thereof are provided to improve the service speed by providing full browsing service regulating compressing rate. CONSTITUTION: An exchanger(220) assigns IP(Internet Protocol) address to a connected mobile terminal(210). Based on terminal information, a proxy server(240) selects Q(Quality) value among linked resource data. According to a compression rate corresponding to the selected Q value, the proxy server transmits resource data including the compressed image to the mobile terminal. According to a proxy server request, the web server(260) offers resource data of the web page.
