PURPOSE: A polymer electrolyte membrane for a fuel cell is provided to ensure excellent mechanical strength and hydrogen ion conductivity, to reduce resistance loss, and to secure excellent profitability and productivity. CONSTITUTION: A method for preparing a polymer electrolyte membrane comprises the steps of: dissolving a mixture of a reinforcing material and an ion conductor in an organic solvent; removing the organic solvent from the mixed solution to form a composite film(10) including a reinforcing material and an ion conductor; and forming an upper coating layer(20) including the ion conductor at the upper side of the composite film and also forming a lower coating layer(30) including the ion conductor at the lower of the composite film.
