PROBLEM TO BE SOLVED: To provide an illuminating lens capable of further widening directivity of a light source.SOLUTION: The illuminating lens 1 is provided with a body part 1A and a ring part 1B. The light exit surface 12 of the body part 1A includes a first light exit surface 121 which is recessed toward a point on an optical axis A and a second light exit surface 122 which widens to the outside from the periphery part of the first light exit surface 121. The first light exit surface 121 includes a transmission region on the center side and a total reflection region on the outer circumference side. The ring part 1B includes a rear surface 16 which guides by total reflection to an end surface 17 the light entering into the ring part 1B by repeating total reflection at the light exit surface 12, out of the light from the light source 20.
