PURPOSE: A method and an apparatus for controlling a spam in a voice over internet protocol service are provided to control a VoIP spam message in a network layer, thereby reducing a system load. CONSTITUTION: A user terminal obtains at least one IP address of a target domain by executing a query(S105). The user terminal writes a white list(S110). The user terminal generates a spam filtering rule(S115). The user terminal transfers a registration request message to an ISP(Internet Service Provider)(S120). The user terminal keeps the written white list(S130). The user terminal controls spam processing through a generated white list(S145).
