PROBLEM TO BE SOLVED: To provide a water-holding material composition and a water-holding grout which have a sufficient water-holding property even when raw sludge incinerated ash is used, which is usable for a water-holding pavement body, and which have environmentally no problem since any heavy metal does not flow out, and also provide a water-holding pavement body using the water-holding grout, and a construction method for a water-holding pavement.SOLUTION: This water-holding material composition contains the 20-40 mass% sized powder of a raw sludge incinerated ash, 40-60 mass% cement, and 20-30 mass% blast-furnace slag fine-powder. This water-holding grout is manufactured by blending 70-100 pts mass water with 100 pts mass water-holding material composition.
