PROBLEM TO BE SOLVED: To obtain an image data encoding device for avoiding the fact that compression processing reducing a code amount of image encoding data concentrates in a specific block when an image data is encoded in each block, and for avoiding an overflow of an output buffer memory storing the image encoding data while suppressing a deterioration in image quality.SOLUTION: In an edge component detection processing section 110, an edge component in the horizontal direction of an input image and an edge component in the vertical direction of the input image are detected and then detection results by a horizontal edge addition buffer 111 and a vertical edge addition buffer 113 are integrated in each 8×8 pixel blocks of a JPEG processing unit. A future residual capacity of an output buffer memory is predicted from an addition result of edges and a residual capacity of a JPEG output buffer memory 60. In a quantization processing section 30a, a quantization table with a quantization coefficient changed based on a prediction result and the addition result of the edges is used.
