A communication quality receiving unit (1a) of a radio communication device (1) receives the antenna communication quality of respective antennas (1da to 1dd) from a radio communication device (2) having received data. A transmitting power control unit (1b) controls the transmitting power at each of the antennas (1da to 1dd) on the basis of the antenna communication quality received by the communication quality receiving unit (1a). On the basis of a pilot signal contained in the data received by antennas (2ca to 2cd), a communication quality calculating unit (2a) of the radio communication device (2) calculates the antenna communication quality of each of the antennas (1da to 1dd) of the radio communication device (1) having transmitted the data. A communication quality transmitting unit (2b) transmits the antenna communication quality, which has been calculated by the communication quality calculating unit (2a), of each of the antennas (1da to 1dd) to the radio communication device (1).
