PROBLEM TO BE SOLVED: To provide a lamp with a base and a lighting fixture wherein a lighting device is made inoperative when the temperature of electronic parts to constitute light-emitting elements and the lighting device exceeds a predetermined reference value.SOLUTION: The lamp 10 with the base includes: light-emitting elements 11; a body 12 having a thermal conductivity in which a support part is formed where light-emitting elements are disposed at one end part and a housing recessed part is formed at the other end; a lighting device B that has a circuit board 13 in which electronic parts to constitute the lighting circuit 19 of light-emitting elements are mounted, and is disposed at the housing recessed part of the body; an operation stopping means 15 which are mounted at a prescribed position close to the light-emitting elements of the circuit board and detect the temperature of prescribed electronic parts, and make the lighting device inoperative when the temperature exceeds a prescribed reference value; and a base member 16 which is installed at the other end part of the body and connected to the lighting device.
