<p>Nucleotide sequences of promoter of cotton brassinolide synthetase GhDWF4 gene or its fragment are provided, wherein the promoter is 2600bp in length. The promoter or its fragment is useful for regulating special tissue expressions of target genes in plants to regulate the growth and development of tissue, and to obtain fine agronomic character.</p>
