PROBLEM TO BE SOLVED: To execute roaming between network service providers having architectures of different networks.SOLUTION: In this IWF (interworking function), an hPCRF (home policy and charging rules function) function 12 connected to a vPCRF (visited PCRF) function via a Diameter, determines provisional QoS information of a mobile station UE in response to a connection request of the mobile station UE which is received from the vPCRF, and transmits a connection reply including the provisional QoS to the vPCRF, an S-GW (serving gateway) function 14 connected to a P-GW (packet data network-gateway) via a GTP (GPRS tunneling protocol) transmits a connection request of the mobile station UE including the provisional QoS to the P-GW, the hPCRF function 12 transmits an update request including regular QoS information of the mobile station UE included in the connection request received from the P-GW to the vPCRF, and a P-GW function 11 connected to the S-GW via a PMIP (proxy mobile IP) transmits a connection request not including the regular QoS to the S-GW. |
