PROBLEM TO BE SOLVED: To avoid "PCI Confusion".SOLUTION: A radio base station eNB#2 includes a transmission section 11 configured to transmit C-RNTI available in a cell #2 to a radio base station eNB#1 by "HO Preparation ACK" to "HO Preparation" received from the radio base station eNB#1, and a resource allocation section 14 configured to inform wireless resources to be allocated to a mobile station UE using C-RNTI contained in "HO Complete" when the C-RNTI contained in "HO Complete" received from the mobile station UE is determined to be an available C-RNTI in the cell #2.
