The columnar bodies (12) comprise negative electrode active material that includes either silicon or tin elements, and have lithium stored in the interior thereof. The covering layer (15) comprises at least lithium carbonate or lithium fluoride, and is formed by exposing the columnar bodies (12) to an atmosphere with a dew-point temperature in the range of -60? to 0?.
