An electrolytic cell for the generation of a plasma field in an electrolyte includes a plasma electrode and a second electrode. The plasma electrode is formed by a conducting member immersed in the electrolyte. The conducting member is insulated from the electrolyte except for an upper area that is wetted by the electrolyte to form an active electrode surface that supports generation of the plasma field. The plasma electrode includes spaced-apart holes extending inwardly from the active electrode surface.
