PURPOSE: A motor controller and an image forming apparatus are provided to prevent the slip of a photosensitive drum and a middle transfer belt by removing velocity difference between the photosensitive drum and the middle transfer belt. CONSTITUTION: A rotation speed detecting unit(203) detects the cycle of a pulse signal outputted from an encoder(110). A clock is generated by a crystal vibrator and is inputted to a rotation speed detecting unit. The rotation speed detecting unit calculates an angular velocity from the detected pulse width and outputs the detected angular velocity to a differential operation unit(204) and a CPU(201). A feedback control unit(205) calculates a correction control value for rotating a driving shaft with a target angular velocity.
