Previously there was the problem that, when a mobile terminal that performs exchange of packets using a plurality of IP address types performs handover to an access network in which exchange of packets is allowed only for a single IP address (single address type connection network), the disallowed IP addresses are simply discarded by the access network to which handover is to be performed. Disclosed is technology whereby, after a mobile terminal (UE1) detects handover to a single address type connection network and a provisional connection is established with a mobile management gateway (PGW5), the address of the ePDG8 present on the core network is acquired and, using this provisional connection, the communication state of the UE prior to handover is reported to the ePDG. The ePDG reports the communication state of the UE prior to handover to the PGW. In this way, the communication state of the UE prior to handover is established with the PGW via the ePDG and PDN.
