PURPOSE: A method for operating a vacuum pump discharging steam and a method for increasing temperature according to condensation of steam are provided to change low-temperature heat into high-temperature heat by concentrating steam using water pressure. CONSTITUTION: Outdoor air heat and water heat are provided to a low-temperature vacuum heat exchange tank(1) filled with water. A vacuum pump(2) discharges steam vapor through a pipe connected to a vacuum thermal exchange tank. The steam vapor discharged by the vacuum pump is inhaled to an intake part of a water lifting pump(3) having a vacuum function.
