PURPOSE: An apparatus and a method for improving image quality using a flash device are provided to generate one result image frame from two neighbor image frames to generate an image frame of high quality. CONSTITUTION: An image compensation unit(130) generates a motion-compensated image frame from first and second image frames. The first image frame of the non-lighting image frame is prior to a candidate image frame selected from lighting image frames in the respect of time. The second image frame of the non-lighting image frame follows the candidate image frame in the respect of time. A result image generator(160) generates a result image frame.
