PURPOSE: A base of an arch rigid frame structure including a composite covering arch structure and a constructing method thereof are provided to reduce construction costs and construction times since the used amount of the concrete is reduced. CONSTITUTION: A base of an arch rigid frame structure including a composite covering arch structure comprises following steps. The surface is compacted after the ground is dug. First and second foundation blocks(110,120) of concrete are constructed on both sides of the road. A tensile member is installed between the first and second foundation blocks. The tensile member is installed along the longitudinal direction of the first and second foundation blocks. An arch body(200) is installed on the built foundation block.
