PURPOSE: A heat retaining structure of a storage tank and a building method thereof are provided to prevent rainwater from penetrating into the structure, thereby preventing steel plates from being corroded. CONSTITUTION: A heat retaining structure of a storage tank is formed on the outside of the storage tank. The heat retaining structure is installed on a base plate. The heat retaining structure includes at least one wire(22), a clip member, at least two jacket sheet members, and a heat retaining material. The clip member is fixed to a wire. The clip member includes a coupling unit facing the outside. A gap between the outer side of the storage tank and a jacket sheet member is filled with heat retaining materials.
