PURPOSE: A bumper device for a vehicle for protecting pedestrians is provided to prevent pedestrians' legs from being bent by improvement in the support stiffness of a lower stiffener. CONSTITUTION: A bumper device for a vehicle for protecting pedestrians comprises a lower stiffener(20). The lower stiffener is directly installed on the rear side of a bumper rail(10) by a support bracket(30). The upper end of the support bracket is welded with the rear side of the bumper rail and the lower end of the support bracket is coupled with a mounting end portion(22). The mounting end portion is vertically extended from the rear end of the lower stiffener.
