The system (1) has a cooling medium circuit (10) comprising a compressor (11) for suctioning, compressing and discharging cooling medium and an external heat exchanger (16) for exchanging heat between the medium and external air. Cooling medium circuit-switching circuits are switched between a cooling medium circuit for cooling air and another cooling medium circuit for heating the air. The switching devices has electromagnetic valves (13, 17, 20, 21, 24), where the cooling medium circuit is switched to a cooling operation mode when the supply of current to the valves is completed.
