The plant has a rocker arm formed with elongated shape and connected with a rotor (6). An impeller slides over a guide rail and a guide (12) to move towards top and bottom rails. A tubular system controls a rotor blade for a wind turbine with a perpendicular axle to achieve high wind exploitation with the guide rail and the guide at a cylindrical body (1). The tubular system is fixed with the rocker arm that is connected with the rotor blade.
