The hydrophilic porous layer has conductive material / hydrophilic material aggregates in which hydrophilic material and conductive material are combined. A continuous water transport path is formed within the aforementioned hydrophilic material by interconnecting the aforementioned hydrophilic material, and a water vapor transport path is formed between the aforementioned conductive material / hydrophilic material aggregates. The hydrophilic porous layer is characterized in that, at temperatures -40? and above, the water transport resistance Rwater in the aforementioned water transport path is greater than the water vapor transport resistance Rgas in the aforementioned water vapor transport path. |
