A composite material for paving a surface comprises a permeable substrate 12 and a permeable surface layer 11 bonded to the substrate so that the material is permeable. The substrate material can comprise rubber tyre waste held in a binding material, the surface layer can comprise conventional aggregate or rubber particles bound in a resin matrix.
