<p>A method and system for implementing terminal handover are disclosed in the present invention. The method includes: a target base station judges whether a terminal supports the reception and transmission of a Service Data Unit Sequential Numbering (SDU SN), whether a feedback function of SDU SN of a downlink service stream is enabled and whether the target base station receives SDU SN reported by the terminal after the terminal has accessed to the target base station, respectively; and according to the judgment results, the terminal is handed over to the target base station by selecting and using an internal ring mode or an external ring mode. The present invention sufficiently utilizes the advantages of high accuracy in the external ring mode and high reliability in the internal ring mode, and overcomes respective disadvantages, thus furthest ensuring the integrity of handover data in different situations, improving the handover performance of the base station and providing better service for terminals.</p> |
