Disclosed are a water repellent oil repellent agent and a water repellent oil repellent agent composition, which are capable of providing an article surface with sufficient water and oil repellency, while placing little burden on the environment. Specifically disclosed is a water repellent oil repellent agent composition, which contains a reaction product that is obtained by reacting alcohols, namely a fluorine-containing monool having a polyfluoroalkyl moiety with 6 or less carbon atoms and an alkane monool having 18 or more carbon atoms with MDI or a polymeric MDI. By processing an article with this water repellent oil repellent agent composition, the article is provided with sufficient water and oil repellency, while placing little burden on the environment. The article processed with the water repellent oil repellent agent composition therefore has high-quality water and oil repellency.
