A method and system for controlling a terminal to reaccess. The method includes: a base station modifies the restart count of a downlink channel description message and transmits the downlink channel description message to the terminal when it learns the configuration information or status of a first access network gateway is changed; the terminal performs a disconnecting network operation and reconnects the base station when it detects the restart count of the downlink channel description message is changed after receiving the downlink channel description message; the base station rebuilds a data access with the first access network gateway when the configuration information of the first access network gateway is changed, or builds a data access with a second access network gateway when the status information of the first access network gateway is changed. The solution enables a configuration to be varied conveniently and the base station to connect to an access network gateway in normal status automatically, and improves the reliability and maintainability of the system.
