A terminal management method, a communication system and a terminal are provided by the present invention, wherein, the method includes the following steps: the terminal detects the state of a card locking function module during an initiation process, if the state is uninstalled, sends a request message to a server; based on the received request message, the server sends down the card locking function module to the terminal; the terminal receives and operates the card locking function module; and/or, the terminal detects the state of a network locking function module during an initiation process, if the state is uninstalled, sends a request message to the server; based on the received request message, the server sends down the network locking function module to the terminal; the terminal receives and operates the network locking function module. The invention can manage the card locking/ network locking function of the terminal conveniently, especially, even if the card locking/ network locking function module of the terminal is unlocked illegally, the operator can also reconfigure the card locking/network locking function of the terminal.
