A method and device for forward power overload control are disclosed by the present invention. In the method, transmission power of each cell corresponding to the same timestamp is obtained; the overload level of the transmission power of each cell in each period is determined according to the transmission power of each cell; for each cell, access requests of terminals in the cell are restricted after performing overload control operations for a predetermined number of periods according to the overload level. According to the technical solution provided by the present invention, stability of system performance can be ensured in the condition of improving cell capacity as much as possible.
